lol. but on a more serious note, those people are MORONS! every voting district is required by law to publish their ballot in the newspaper, so people can look them over and understand how to use them. (my mom is a planning and zoning assistant for my town, she knows this stuff) if those people didnt know the ballots, its their own dumb faults and they deserver whatever comes to them....
