Is there any "Map creator" do create UT2003 maps? or something else?

There should be a program called ut2003 editor or UnrealEd installed already or on a CD if you have the game, if that's what you mean.

Yea, UnrealEd.exe in the UT2003/system folder, but you'll probably need the latest patch installed (there's a link at ut2003files.com) to be able to run it.
