can't download .exe's help

ok I just got what I think to be the latest divers for my nic I hav dsl so I'm going through a nic not a 56k anyways I also just got ie5.5 ummmm it's not my firewall caus emy laptop it hooked into the firewall as well and I have no problem downloading .exe's on there anyways any ideas on how to fix this would be great

ok I click a link and sometimes it ust sits there and never actually starts the download and oer times it will go and go and go and then when it gets to a certain spot it will jsut stop and then no matter weather I use ie, netscape or some other noname things I have I can't get it to go past that spot. for the longest time I thought it was my dsl provider or the router/firewal or something but I just got my laptop back from bestbuy(it's been gone for over 3 weeks) and I set it up and it can get exe's fine. hope this helps
