Overly vague question, has no real answer. .net is the most powerful but comes with significant server-side overhead. php is much more lightweight but can't do nearly as much. c# .net is probably what most of the industry uses if that's what you're asking.

Php/MySQL for server-side stuff if you're cheap. HTML for client-side stuff.
