Well, on my PC I have a 1.5 ghz core 2 duo. Its not that bad at all. I got an 8600, and it seems to run most games pretty well. But I would recommend that you get one of the newer cards like a 9600 because they will last you longer and give you better performance. If your looking for affordability, go for ATI cards. They are great as well.

I only have 1.5 ghz, and I can play left 4 dead 2 at medium/high (or all high) settings no problem. I only got 2 gigs of ram and an 8600 256mb as well. But can your motherboard support a 8400? You might want to check up on that. I know mine can only support up to an 8600, so that's what im keeping it at. Going to invest in a new system soon though.
BTW I have seen 9600's for like 50-70 bucks around here, even the 1gb ones! Great deal for sure!
