Virus on pc!!!!!

Hi all
I have a virus on my pc and it wont let me do anything. this fake microsoft virus protector comes up and i cant do anything i know what to do, i need to go onto system restore but the start button and everything is not there is there a way to go onto control panel without the start button or can someone post me a link to it if possible any help would be appreciated.
