Default Bandwidth control

This my sound a little odd but does anyone know a program that will throttle internet speed. The reason why i ask this is that my little sister gos on those resource hungry websites constantly ie neopets, bratz and so on and has 8-10 web pages on with constant upload and download. For some reason i get the bad end of the bandwidth cause we have 4 computers and loading google takes 20sec sometimes. Also i can only play my game like barely an hour a day with under 100ping the rest of the time i have 300-1100ping which is ridicolous and my dad isnt doing anything about it. The thing is that i want it to be sneaky enough to where it will slow her down tremendously but able for her to connect so she wont suspect its me. This constant battle for internet bandwidth has been going on for 4weeks well since my dad isnt doing anything about it i guess i have to take matters into my own hands and with your guys help.

I have a few questions first.

What connections are you both using (wired, or wireless)?

Does do connect to the internet through a router?

Yup, that would work.

But if she's not already on a wireless connection, she might be a tad suspicious of what you've done when you've changed her hardware setup, and she's suddenly getting a slow as hell connection.

There might be some parental control like software that you could setup on her computer, and having running unconsipicusly in the background.

sorry about that we have all 4 computers wired to 1 hub the thing is that i want to be sneaky and not obvious cause my dad is pretty good with networking. Like yesturday i switched the cables around so i can play for about an hour last night but this is temporary it would be cool to have an onboard controller.

thats a good idea but the thing is that on the weekends she stays on almost as long as i do so I have very little chances of doing it is there any free parental control that wont rip me off with simple options to use from.

Nope, most (if not all) of this stuff is going to cost money.

However, run "bandwidth controller" through Google, and you can try a few free trials of a few programs that will do what you are asking.

Bandwidth control, comin through.

Heh, jk...
Here's a program that you can try tampering with. Keep in mind though, almost any program out there won't be easy to configure.
