How are you testing for fps?

Is CS playable? It should be completely smooth with no lag when you're looking at a smoke grenade. If you're really getting only 40 fps it'll feel pretty damn sluggish.

The console is fps_max NOT max_fps - that may be your problem. Make sure you set it properly based on your connection speed (you do not want to set it to 100 unless you have a high speed connection). Go here: http://voodooextreme.com/flypenguin/glfaq3.htm#3_38

To properly test the fps you must disable Vsync in the Geforce's advanced display properties (unless you're using the NVidia reference drivers you may not have this option available).

I would strongly recommend using the reference drivers as they generally outperform the manufacturer's: http://www.nvidia.com/Products/Drivers.nsf/Windows.html

In the BIOS menu make sure you are allowing BIOS to assign an IRQ for VGA (if you have an option for it).

You also want to make sure that the GeForce is NOT sharing an IRQ with any other card. If it is, move the other card to a different slot.

Hope this helps...
