i been using a 650watt psu for years and it only cost me $30

I bet it can probably only push 1700W for only maybe a second or two, or just barely long enough to be rated at that. and for $100 i would stay away from that thing, the quality has to be horrible, seeing as some good 350-400W PSU's cost more than that.
