But for the conversion effect I'd go Blood Pact, because of the fact that there is no offical models for them.

I have a good way to paint DG, i paint armour Dark flesh, Drybrush catachan green, Drybrush Camo Green, Drybrush Rotting Flesh, paint trim Dark Flesh, and then give the whole model a watered down flesh wash, as this makes them look really rotten, and unifies the colours a bit more.
with my Typhus, to make him look different to the rest, i painted him the same way, completely finished him, and gave him a wash of Flesh wash (undiluted) mixed with Gloss Varnish, as this both made his armour look more diseased, and when mixed with the Gloss varnish, which is thicker, it pooled and dried in the crevasses of the model, making him look like he was oozing putrid slime.
i use the same effect on nurgle daemons, as what with them being daemons, him having more of a connection in looks with them than the marines emphasises the fact that he's almost a Daemon himself.

btw for the blood pact im using the forge world heretic guard, both because they are awesome models, and the best 2 conversion ideas ive found look terrible (raptor head and chaos turret ends) and i dont have enough skill in Green stuffing to sculpt a death mask, it extends to making rucksacks and simple textures, and thats the maximum complication i can do well.
i think the heretic guard mask looks scary enough anyway.

for conversionness, the DG cover that, as every model in my army (typhus excepted) is converted so far. every model has a nurgley head, either a metal havoc (nurgle variant) one, or a fantasy chaos warrior one with the Horns removed and one moved to the front of the helmet to emulate Typhus's head.

I'm not suprised they were short changing GW with what they were selling. I mean that a squad of Chaos Havos are $45 and on the battle wagon they were $31.
