When the cheat console is active, you see a ">" in the top left corner of the screen.
If it's not, the keys open up the different menus.
If your game is in any language other than English or even if you have a British version of the game, the cheat console can open with a different combination.
So... do you have a non-American (non-US) version of the game? Then you might want to look up your version's keys, for instance the combination for the German version is simply Shift + "^" .
