Then it is probably your graphics card, as said by Inyri. I can't see any other possibilities, unfortunately. Have you tried contacting Bioware? They should know what the exact problem is.

Well, that's very unfortunate. I guess I've been spoiled by Morrowind. I don't have any trouble downloading high-res textures for that game... actually, I don't think I've ever had a texture problem for any game other than the KOTOR series (happens on KOTOR 2 also).

I would simply like to state that I believe I have fixed the problem. I was playing around with one of my texture mods in Photoshop (I figured, why not, I can't get it to work anyway) and I decided that I would see what happens if I save the texture on a lower pixel setting (24 instead of your typical 32) and it actually worked! So if ANYONE ever has my problem, I suggest giving this a shot.

And, and thanks everyone for your help. I suppose it is a graphics card problem, but at least I found a way to "fix" it.

In all reality, I owe you the most thanks. It was your mention of the age of my graphics card that gave me the idea. I thought "Well, if it's an older card I'll just use an less advanced pixel setting". Anyway, thanks again. Just felt the need to give you a special shout out.
