Admin rank and cheat enable problems

when i try and spawn an NPC i get told that cheats are not enabled and i cant use the spawn NPC command with my admin rank, even though im the host

i tried activating cheats with the sv_cheats command but just get told its read only

how do you get this to work?

im sorry if this has already been posted on another forum but i looked through and couldnt find the answer

Try typing "devmap <mapname>" in the console, without quotes. I've never created a server but I know this brings up the map with cheats enabled. Otherwise, "read-only" files can usually be altered by right-clicking, selecting "Properties" and unchecking "read only".
