[Help] Luke skinning question

Been working on this re-skin of the luke model and I've been trying to figure out how to surf off the little skirt thing he has. I mean I know how to, but when I do it just leaves a large empty space where his waist/hips should be.

I've had a similar problem before with another model and I remember someone suggesting I add this line to the .skin file (or something like it):

"hipsa_augment, *on"

That didn't work with luke, but I think it's something similar I just have no idea how to do it. Any help would be nice.

It's impossible to surf off only the "skirt". It was built as one mesh along with the belt. Also the top of the pants has been deleted.
