More scary? How about adding horns? Maybe it should have just mouth and eyes, but no face? Paint it all black? :uhm:

If you want it to go without a head, I'd say make a hood like the jawas have, except have a slight point to the back of it (like Links hat). Maybe some thin, boney fingers with decent length, sharp nails.

As for a weapon, maybe some kind of scythe? Or even a pitchfork of ULTIMATE DOOM...sorry...

Re: Dark Queen (Halloween Model)

here's some advice... if you want to make more scary you need to make it more realistic.
Fist think of the weight of the clothing, the hands of the model are in the middle of the sleeve, when if it was a real clothing the hand would be on the top with the clothing hanging from the hand; the same thing happens with the hood... if there's a head the clothing should be falling from it. The dress it's a little bit big too, make it more slow.
Also when you start with the textures you can make them "rotten" or bloody ( you know silent hill style )...

As a last thing you can add a head, maybe a ghostly face, or a skull face.

Here's a picture reference...

working on a head but I can't make heads.
would a skeleton head fit?

Re: Dark Queen (Halloween Model)

Yes I think a skeleton head would be a nice addition, perhaps make the bones look older (Brownish)

mmm looks better... for what I can see you have applied a texture to it... if you want to make the edges of the clothing look really ragged and old do this.

In photoshop select a size 1 brush eraser and erase some lines in the edges of the clothing... that way you will be able to make the edges look more organic.

See something like this...

Also I think you should make the bottom part of the dress a little bit smaller... it's going to look odd in the game, and it's going to clip all over the place.

As a last thing you could add some dirt and old spots of blood to the dress, everyone loves blood
