Skin/Model location?

Does anyone know if there is a model out there that looks close to this?

If there is, could someone model or skin it correctly?

If not, (and i know im going to be killed for asking thins...) Can someone model it?

(To all those who know who this is, i photo-shoped the name and text in for and RP character.)
