The quality of the textures are only part of the skin (and mine aren't necessarily pro-quality). All the parts of a skin come together to make it as a whole. Presentation, creativity, subject, and quality (along with a lot of other things) are what make a skin, not just one individual aspect. This goes for all other forms of modding as well.
Of course in the end, after the finalists, it's a popularity contest, so... Can't speak for the rest of our community. They are not known for picking the highest quality work, though. They usually pick the "coolest" one -- the one they'd want to play with. So that's where the creativity part becomes really important.
