Lighting:Making a Room Darker

Okie dokie, I searched for like 30 minutes on trying to find out how to make a room darker. I really don't know what its called, so that probably why I had a hard time trying to find it.

I need some help in GTKRadian 1.4, i'm trying to make one room darker, with a so called 'eerie' feeling. So, any help would be appreciated.

Use lighting and give the light entities a negative value.
