Default Vehicle Program

I am wondering if it is possible to make a program similar to NPCTool that makes vehicles instead. In my experience there is very little difference between a .npc file and a .veh file, both contain similar text and both can be opened with Notepad. I know it requires skill with a programing language, but I have no patience with Programming or vehicle files. I don't know how hard it would be, but if someone would make it it would help Low Patience modders everywhere.

If it has already been done, I couldn't find it.

(p.s. if this does not belong in Modding & Editing, I don't know what does)

Considering you need patience in order to make something that doesn't suck. They have a template .veh file where you just change some files, what more do you need?

also theres no real "code" to either npc or veh files, all you need is the ability to spell correctly cause all of the lines are pretty descriptive in what they do. its not like opening a .dll file in notepad and finding a jumbled bunch of strange characters, just plain english. its not low patience its more like unbelieveble laziness. >_>

Sure, I know how to, I have made some ok vehicles, I just think that it would be so much easier to use a program instead.
Also, I have looked at the template file, I found it a quite confusing.
