Server?

okay I want to know how to make a server.
I made a Dedicated Server and then jk2 closed down and I got a little console. It seemed to load up, but then I get this message.
"Hitch warning: 1216 msec frame time
Resolving masterjk2.ravensoft.com
masterjk2.ravensoft.com resolved to 204.97.248.90:28060
Sending heartbeat to masterjk2.ravensoft.com"
Is this normal? Because I can't see my server.

I Hiltch Warnig is almost empossoble not to have it just depends on what number you get after it,if it is low it is good if it is high then it is bad,if it is HIGH it means that your computer thinks to much about something and freezes,to fix it get anouther Computer just for Online play,or just try and shut down as much programs u can to give your server more POWER,or just try and get 512 megs or higher to see if that works,if not I have no clue.

Okay, well the number starts high then drops some.
Could you tell me what high is?
