Considering the fact that a lot of people have this problem, i thought its time to clear the air.
Problem occours when trying to run multiplayer (jk2mp.exe), while singleplayer works fine.
The error:

Referring from LucasArts official site;

Actually, the second error here seem to occour on all dual-cpu's (HT) running Windows XP.
From here on there are two (2) options.
i. Download and apply the official 1.03 or 1.04 patch.
(Anyone with his mind in the right place won't do this

)
ii. Enter your installation folder, right click JediOutcast.exe (or jk2mp.exe) and go properties. Now click the tab called Compatibility, and mark the box 'Run this program in compatibility mode for'. Choose Windows ME/98 and apply.
Problem solved.
