Well, the best way to start is by looking at another mod's files and looking around inside seeing what you like and don't like, and what you would like to put in your mod.

By asking us "how do I mod" doesn't tell us much. There are different types of moddings, from SP mods to MP mods....SP mods are easier while some MP mods require C++ knowledge

Depends on what you want to do. A simple mod like swapping lightsaber hilts is an easy process, making your own cutom skin for a certain model is also a pretty easy process, if you're on about making a mod like JediPlus/OmniMod or something like that, you need to be a coder to do anything like that.
