icon_question Bypassing Tech Levels

I am wondering if it is possible to bypass tech levels to build ships and buildings using story code? i.e. Building a Infiltrator Facility at Tech 1 as opposed to Tech 3.

You can do it with Story Code, but the easier method is to open up Special_Structures.xml. Look for "Ground_Infiltrator_Facility," and change the <Tech_Level>2</Tech_Level> tag to 0. Rebel tech levels are coded as 0-4 for tech levels 1-5. Empire tech levels are coded as 1-5.

Do you know what that code is? I am trying to create a personal GC featuring the New Republic and Imperial Remnant. I have already tried with more tech levels but the problem is the fighters don't spawn at tech 7 and up. I want everybody to have everything at the start and work from there. Any help would be welcome.
