Adding a new Faction in foc

How do you add a new faction in foc? I'm guessing that trying to describe to me how would take to long so could someone please tell me the website I would have to go to for the tutorial?

I have a pretty decent amount of knowledge when it comes to modding XML files but I don't know everything there is to know
