How do u make new races?

I also have trouble with new races.

I have new races 2.1 installed and have tried deleting the db.pak file but whenever I try to load a skirmish only the 4 stock races are available for selection.
Sometimes the other races are selected for the AI races but it is usually the Vulcans or Section 31 and these both cause an Access Violation error whenever I try to load the game.

Any ideas anyone has would be great.

ps. I also have the myconfig.cfg file which forces Legacy to regenerate a db.pak file everytime the game loads anyway, so presence of db.pak shouldn't cause an issue anyway.
