According to tech manuals they're not turbolifts.
Turbolifts don't travel diagonally.

They may be Jeffries tubes though?

They could very well be turbolifts. They could also be energy transfer conduits, some sort of ducting, internal crawl passages (But they're kind fo big for that), etc. But they're most likely turbolifts. Tech manuals have been known to have flaws. I'd go with the turbolift or transfer conduit theories.

Well most of mine are made by the Okudas and Rick Sternbach. I believe they know more about Star Trek than anybody. (Alive)
Paramount is a TV studio that pays for the shows to be made. They know f**k all about Star Trek!
