Nuetral Race?

Has anyone figured out how to make Nuetral act like an actual race that produces ships like the other races?

No, and I think they show up as pirate ships anyway.

Without modification they do, but you can make them show up as anything you want. I tried making them into a full fledged race by repeating the same process used to add other races, however the game ignored the new ships.
