The only reason I don't know about demo modding, is because I don't have moddable demo's.

a2 demo is moddable. so far the only limit i've found is u can't add any maps

I don't suppose you can mod SFC1 demo? I just found it on my harddrive, and the demo of Star Trek Hidden Evil?

According to the EULA, I don't think you're suppose to mod it, though.
At least mods for full A2 aren't supposed to be compatible with the demo.

Activision has never come out and said it was illegal to mod in a2 demo.
