Modding Game Balance

I'm wondering if anyone has ever modded the game balance in a more numerically literal approach and wanted to get some of your opinions on it. I'll use the formula of 4 ships to equal the next level up so 4 destoyers = 1 cruiser and 4 cruisers = 1 battleship. Everything would be near approximately evenly split as far as resources and strength and damage.

The damage values, shield strength and resource amounts of 1 battle ship would all be divided by 4 so each cruiser has 1/4 of each. That way literally it takes 4 cruisers to equal the shield strength and weapon damage output of 1 battleship using the exact same resources more or less. Assign a special weap to a cruiser and it may not be worth producing a battleship if you can build 4 cruisers in almost the same time. Has anyone tried this approach before and how did it work out before I try all this?

I use the physics project files where all ships won't fire on one target at the same time so that my alter the formula a little? Also, I just recently tried the multi-target weapons, those are cool and will skew the results if some ships can fire on multiple targets simultaneously.
