If you want to create meshes, then Milkshape 3D is the way to go. This is a simple and effective (cheap too!) 3D modeling suite. If you have any trouble adding textures to models with it, PM me, I will try to help you out?
Gimp is only a paint program, as far as I know...Personally, I cant see past Paintshop Pro - Its cheap, and can do many of the things photoshop can at a fraction of the price.
So - in summary; For making meshes and applying textures Milkshape 3D (just Google the name and you'll find the site to download from ) For creating and editing your own textures, Paint Shop Pro (in my opinion) is best - Its over the counter sale, or from JASC Software (im not sure where, you'll have to search, or ask someone else here, my copy is "special" )
