well you have to go into the AI files.. find the build list file for race to want to add ships + stations to... open the file and you will see build lists labeled... Phase I. Base & Yard, Phase II. Research, Phase III. Advanced Shipyard, Phase IV. Advanced Research, Phase V. Ship Upgrade and Endgame,.... add the ship or station to the appropriate list... and while your at it go on head and add the ship or station to the other build list files for that race... the files are using the federation as the example... (federation_defensive_list), (federation_endgame_list), (federation_instant_action_build_list), (federation_offensive_list)
that way your ship will be build able to the AI throughout the whole game...

What the numbers are are explained at the top of the file like so
Syntax: "ODF name", number to build, base to build at, max number from this line, min tech level
So
"fmining", 1, 1, -1, 0, // mining stations
This would build one Federation mining station, at their first base (primary base), it would only build one from this section (I think), and the minimum tech level required by the AI to build it.

Even though I learned some of the AI editing by following the Norway Class minimod (and how the author added that ship to the AI), I find this tutotial both good and useful.
