Star Wars: ROTS mini-mod has no imperial fighters

I installed the Star Wars: ROTS mini-mod and noticed that the Imperial Remnants fighter construction has no fighters to construct. Are there supposed to be any? The Separatist fighter station does provide fighter construction. Why not the Imperial Remnants?
