Is possible to create European account whether the guy is American?

Hey all, just asking this question for the knowledge. It is possible or anyone from you knows that an American can create their account on European server or in other words An European create their account into American server. Did you know the person who did this. Actually, I don’t think this is possible buy if it is possible than how we can do this?

The most I can make of this is his country isn't supported by Gamefront and he wants to create an "American account" so he can make use of the site proper.

I think that wherever you're making an account, it stores, saves or registers your IP, so there's not really a way to create an account of a specific nationality, unless you can change the IP through a proxy or so, which isn't possible and highly unmoral.
