I don't believe there's a standard rule for that. It depends on several factors, such as how severe the action of [insert user] was, and the such. Usually it's after three, I believe. But that's my guess. ;)

The default bans do not allow you to view the forums. A vBulletin message pops up stating the reason of your ban and whatnot. But of course, there could be custom settings for that if the administrators have decided to do so.

EDIT: damn it, just saw that there was a 5th page still.

As long as you delete your cookies so it doesn't remember you as logged in, then you can surf the forums. You just can't post. This is for both perma and temp bans.
