Do you intend to host a LAN server or Internet server?
If LAN, goreyman is just right. Start your sof2 client and look for local servers.
If Internet, then you should better turn off DHCP client on your server(dell desktop), fix an IP that feat the IP scope settings on your router.
Finally the easiest way should be to set your server as DMZ in your router settings to allow incoming connections on all ports.
It should work.

Good luck

you router must have a web-based settings page.
try to type the following url in your web browser:
192.168.0.1

if it didn't work, open the command prompt and type "ipconfig".
find your gateway ip address and type it in your web browser.

you should see the access page of your router.
the login/password should be admin:admin or root:admin etc..
depends on the brand.

once you are in the control panel check LAN or Route settings, you should find a field named DMZ. Put your IP address inside and click save/apply(depends on brand again).

if you have any problem with it, keep posting here. i'll be watching.
btw could you put your router brand and model in your next post please?
