Changing damage

I am attempting to change the damage of the guns and the health of the npc's and player. I cannot however find ANY of these values. what am I doing wrong? When I edited max payne, it was so straight forward cause they had simple values like "damage_colt 30" (for example) But I am new to editing this engine. Any help here would be hot.

I am looking for
player health value
npc health values
weapon damage values

a specific filename would be good if possible

i found weapon damage levels but they dont take effect..example.. User Buzz real damage mod pk.3 file.... I opened it PakSpace and there is file named Weapons.cfg Hex editor will open that director..
