Actually by default i believe the value is unbound, you have to go into your options > controls and find the Start Engine and bind a key.

i bound mine to U

i think its somthing like this:

bind turn_engine k<insert button eg: U>

Should the vehicles have more mass? It's kind of annoying when a dog can knock it around with their attacks... Maybe ramming people with the vehicle will send them flying to the sides, so you don't do continuous damage?

There were no vehicles in the original game so they weren't really intended that's why they're buggy. The vehicles themselves may not have much mass because it will do screwy things with the physics but it still counts inertia pretty well so if you want you can still run over people which is fun and not bounce off them.

Sorry if this has been answered before.
I finished the OL2.2 and started walking around maps

However, there are military chopper shooting at me at
Scientist and Red forest which I have tried to fight them with RPG but they simply doge (or should say slowly fly past RPG?)
If I could out run the chopper then it is fine but their 6 continues RPG is very deadly and there is no way.

Even I have join Military, they still shoot at me...
Is there any solution to this?

Go to \gamedata\config\scripts\ and open 3 files that are responsible for chopper behaviour in different levels, i believe there is only 3 such files

yantar_heli.ltx
radar_heli.ltx (red forest aka brain scorcher)
pripyat_heli.ltx

In these files you're going to find 2 lines:
combat_use_rocket = true
combat_use_mgun = true

You can set both to false and it will prevent the helis from shooting you or you can also change the "combat_enemy = actor" to say monolith and watch the heli tear them apart.

Last but not least you can do 2 more things with weapons
1. AP rounds for weapons such as the 5.56x45 and 5.56x39 do vast damage to the chopper but you should be shooting the tail rotor. (Recommended)
2. You can edit the w_rpg7.ltx file and set the bullet_speed to say 10000 for lightning fast RPG shots. If you do that though you may need to increase the fire_distance as well as its most likely set to something fairly low.

Thanks for the thread

One thing I didn't see that would be important to English speakers would be how to convert NPC voice back to English. I remember there is a way to do it but have forgotten. Could someone post how to change it and add it to the FAQ?
