Go into the user.ltx and change texture lod to 0. It is about the fourth from the bottom. In xp the file directory is my computer/shared documents/stalker-stcs/user.ltx. If you have an ati card and are still having problems set mipmapping to high in the catalyst control panel.

Your textures must be set to max..atleast that fixed it for me. I had your problem too, i'm gonna try the lod thing.
