I think whoever got him the shotgun should share some responsibility. If it was the father than at least lock him up for a bit, but the father was not an active participant.
Its stupid to blame the father for this. It is the kids fault.
"Mental capacity"? It's a shotgun, it's pretty simple. You load it, point it at the thing you don't like, and pull the trigger. Children in Africa have been doing it for decades.
Most eleven year olds don't posess murderous instinct unless they're specifically taught, as is the case with your flawed African example. Do you think they just picked up AK-47s one day and decided to shoot random people?

Let him kill a person, throw him away for seven years, then let him out with a slap on the wrist? Do you have any idea what those people tend to do when they get let out after a previous murder? They usually kill somebody else.
