Note that it never says "bad" or "evil" up there. Not all dictators were bad.

Genghis Khan (Temujin) was known to be quite nice to his people. But on an occasion he did have people taller than an cart axle killed.

Damascus of the Persian Empire allowed conquered cities to retain their culture and religion. He didn't care, as long as they were his.

Anyway, I'd like to meet Ghengis Khan, he knew how to rule without being an asshole.
