Don't worry, power abuse would never surprise me. But then, since any kind of power can be abused I don't see what point you're trying to make. Of course if you could name a specific "abuse" and explain to me why it classes as abuse at all, that would help.

I also think you'd have a hard time finding a government that doesn't already have the power to ban/regulate things it decides are dangerous or exert a harmful influence on society, so I'm not sure who you're calling naive now...
