How do people get these polls? Like, do they have a mini- vote in a state?

They get these polls by surveying roughly a 1000 people in a target area at a time. THey try and get a balanced survey population, but sometimes the don't. That's where the margin of error (MoE) comes in. If the MoE is 4%, then 4 of every 100 polls will probably be wrong.
