This is my proposed budget. It consists of elimination of the payroll tax, a progressive consumption tax, reinstatement of the estate tax, and a roughly $300 billion spending increase, as well as budget and Social Security solvency.

How the Progressive Consumption Tax works: It is levied not on individual purchases but on total personal spending, as measured by the difference between total personal earnings and total personal savings. It might work like this: no tax at all on the first $40,000 spent, a 20 percent tax on spending from 40,000 to 100,000, and a 50 percent tax on all spending above $100,000. In effect, basic necessities would not be taxed, and luxuries would be taxed at higher rates. This plan would be simple to execute. Each year, taxpayers calculate their total income from wages, investment income, and other sources, just as they do now. But then they would take a second step, subtracting the value of all their savings that year--such as savings accrued in a bank account, in a 401(k) plan, or through an investment fund (all of which are easily tracked, meaning that it would be hard to escape detection)-- from their total income. The resulting figure would apply, at progressive rates. The less you spend, the lower your tax rate will be. Lower-income earners would be taxed less onerously, since they spend less; and middle- and high-income earners would be encouraged to save their money, preparing for retirement, which would lessen the Social Security and Medicare loads over time and bolster the country's long-term economic prospects. A national progressive consumption tax would recoup revenues lost from the elimination of the regressive payroll tax and pay down the deficit, as well as making the system less onerous and hurtful for the economy and more progressive.


EDIT: The extra spending on the Iraq war is meant to be used on Iraqi infrastructure and training, and to launch a massive propaganda campaign.

Dang, can't edit again. I would also begin a massive project to force a resolution to the Israeli-Palestinian conflict and work hard to patch broken bonds abroad.

Domestically, I would put less emphasis on policy stimulation of the economy and more on combat of corruption and damaging greed. The economy needs to be pruned, not sculpted. I would drastically increase higher education speding in order to ensure that the top 100,000 of high schoold grads who didn't get scholarships would get free rides through college as long as they kept their average GPA above 2.8. Also, students could pay for their college by enlisting in a service corps or the military. America could become the management and skilled/educated services capitol of the world.

I would reorganize the military to emphasize specialized strike units and specialized garrison units for use as peacekeepers. This time, our peacekeepers will be trained to keep the peace.
