Custom Emoticons?

Apart from Photoshop,is there any other way to make your own emoticons,if so please give me a link to this site or product.

You could try GIMP. I don't have it personally but it's a very common alternative to Photoshop.

Yea I would also go with GIMP.
I don't know if the animation is great with GIMP though (if you want to animate your smilies)
