Ok...1st Question: Garry's Mod...What is it? Is it for HL2? Is it for any other games?

2nd: Where can I get the latest version for free?

1. Garry's Mod is a sandbox mod made for Half Life 2 by Garry Nelson. You can pose Ragdolls, spawn NPCs, create numerous contraptions, etc. With countless addons and lua scripts, there are little to no limits of possibilities. Some uses of it: Create comics, record videos, play with other people and build contraptions.

2. Garry's Mod is sold for 10 dollars on Steam after it was bought by Valve. You need one single game using the Source Engine to use it. Link here.
However, the last free version Garry's Mod 9 is still free, although Half Life 2, Counter Strike Source and Half Life 2 Deathmatch are required to play it. Link here.

Actually, his name is Garry Newman. Everything else above is correct. Its a very fun game to play.

Ok I don't have all the games it needs and it doesn't work...is there anyway around this?

Nope, not really :(. You can buy a source game and buy GMod 10 for 10 bucks, or buy a source game and download 9 for free. (I really recommend 10, it's waaaaay better.)

So, no free GMod I'm afraid.

10 bucks is a small price to pay for the brilliance that is Garry's Mod. What you can do with this mod is worth at least $60 IMO, and the fan made game types, things like WireMod
