How do I open VTF files on Photoshop?

How do I open VTF files on Photoshop? I can't figure out how?

What does that mean!! Uhh. All it does is create a blank text file.

It means the picture size doesn't make sense.
Good picture sizes:
2 x 2
4 x 4
8 x 8
16 x 16
32 x 32
64 x 64
128 x 128
256 x 256
512 x 512
1024 x 1024

Ok fixed that, now I get this.

Is it a 32 bit per pixel tga? Valid alpha channels?
