I Have a Problem In Halo Ce When I Play OnLine I cannot See The Text Chat
and Im Not Shure Why

Are you running in safemode, or using one of Bitterbanana's 3rd party .exes?

I have a similar issue in Halo PC. I run at a custom resolution 1680x1050 through the Target parameters in the shortcut. I don't know why, but text chat shows up fine, except when I'm typing. the gray bar shows up, and the text comes up in the chat after I hit enter, but I can never see what I'm typing while I'm typing it. =/

Could it be that Halo renders the text using proportions relative to its built-in resolutions?
