OK. To make a map in Halo CE you need the following programs:
Gmax (for the map modeling): http://www.turbosquid.com/gmax
Chimp (for exporting the map): http://hce.halomaps.org/index.cfm?pg=3&fid=1147
HEK (for populating the map and editing tags, and compiling the map): http://halo2.filefront.com/file/Halo_Editing_Kit;25780

These tools are quit difficult to use (more difficult than HMT anyway). An easy tutorial to follow is here: http://hce.halomaps.org/index.cfm?pg=3&fid=2198
Another tool you might find useful is HEK+ (It allows you to exract tags from un-encripted maps): http://hce.halomaps.org/index.cfm?pg=3&fid=2289

i do believe that bascially cuts alot out of map making...other than atleast learning a few tutorials such as FireDragon04's outdoor map tutorial or Kirk's series of videos for Halo Ce map making which i do believe is aton more complicated.
