It's not hard to make a transformer biped... or vehicle for that matter. You just need to perfect the animations and tags to work with each. I myself am more proficient in weaponry rather than vehicles and bipeds, but I know my way around guerilla pretty well for each.
Theghost is good, but he will probably not attempt it due to he might think it "impossible" like he did a few things I did. *notes interactive warthog lights.* I don't mean to downplay him, but he has been being a prick, to put it bluntly of course...
**edit**
For a biped, you have 2 main modes, stand and crouch. This means you can make animations to manipulate those two modes to work for your benefit in making a transformer, though it would be a lot of work.
Vehicle transformer on the other hand is probably hella harder, since you would only be able to do so much. The camera system can have a manipulative animation for 3rd and first person so you would see your vehicle's legs as well as arms, but still... now I am getting into Gundams and stuff... Transforming between 2 modes can be done using the flashlight button, as it can be moreso useful in many effects other than light.

Reason: Adding explination for transformer creation
An idea would be to get rid of the idea of crouch and stuff and make a warthog have pieces that are joined together when you are not in and the driving animation would be the thing just comes out and starts walking. (thats the easy idea)
The HARD one would be to hold crouch as your driving the warthog then it all comes out like with coldsnap where you press Q to pick up a warthog, ghost or scorpion (i sure wish you could pick up jets).
i dont think the engine could cope. you would need seriously 1337 skillz .. seriously. i think you may need to bench this idea till someone can actually realise it lol if anyone thinks they can do it, by all means do. also, vega what happened to your campaign?
So it is possible? How come I never seen such a mod with transformer in it?
Because it requires way too much effort to be feasible. Scripting would be the only VIABLE solution, not animations. Even then... scripts would lag/not sync. Animations wont work cause they wont sync online period, especialyl for something like this. + Youd have to make the models to the point where the poly count is way too high for halo's engine to follow
