Halo CE modding

I tried to make a Jackal carry a beam rifle to make it a Sniper Jackal, I made an entire new Jackal major biped and actor_variant and made the accuracy near perfect so that it is a sniper but it refused to hold the beam rifle. I removed the plasma pistol from the weapons list in the biped tag but it didnt have the beam rifle. So I put the plasma pistol in the list but it just used the plasma pistol(for sniping. XD) and didnt even drop the beam rifle. So how do I make it carry the Beam Rifle? Im a beginner modder in CE, so please help.
